This book summarizes presentations and discussions from the two-day international workshop held at UC Berkeley in March 2015, and derives research questions to be addressed in multi-disciplinary research toward a new paradigm of nuclear safety. The debate about nuclear safety derives from the consequences of the Fukushima Daiichi nuclear accident in March 2011: while release of large amounts of radioactive materials resulted in no casualties due to radiation, the damage on local communities is substantial. Lack of shared understanding for the basics of environmental and radiological sciences has made it difficult for stakeholders to develop concerted efforts to accelerate recovery, which is compounded by lack of effective decision making due to the eroded public trust toward government and operators. We have recognized that making a society resilient based on public participation and feedback in decision-making is essential to realize higher level of safety. Risk perception and mitigation is a central focus of this book, as is the discussion of developing resilient communities.
