It is common for resources and data constraints to acutely influence evaluation design and implementation. Yet literature that guides evaluators through conducting methodologically sound evaluations under less-than-ideal conditions is scarce. This work helps practicing evaluators design and conduct competent evaluation studies, while explicitly considering resource and//or data constraints.
